คณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย และ Technical University of Munich ผลักดันความร่วมมือด้านการกำกับดูแลปัญญาประดิษฐ์
The Faculty of Law, Chulalongkorn University, and the Technical University of Munich have forged a landmark partnership on AI governance.
เมื่อวันพุธที่ 27 สิงหาคม 2568 คณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยให้การต้อนรับ ศาสตราจารย์ Urs Gasser อธิการบดี Munich School of Politics and Public Policy และคณบดี TUM School of Social Sciences and Technology เนื่องในโอกาสเดินทางเยือนกรุงเทพมหานคร เพื่อหารือและขับเคลื่อนการจัดทำบันทึกความเข้าใจทางวิชาการร่วมกับ Technical University of Munich (TUM)
ในการเยือนครั้งนี้ ศาสตราจารย์ Gasser ได้เข้าพบและหารือกับ ผู้ช่วยศาสตราจารย์ ดร.ปรีณา ศรีวนิชย์ คณบดีคณะนิติศาสตร์ พร้อมด้วย ผู้ช่วยศาสตราจารย์ ดร.อาร์ม ตั้งนิรันดร รองคณบดีฝ่ายวิชาการ, ผู้ช่วยศาสตราจารย์ ดร.ภูมิศิริ ดำรงวุฒิ รองคณบดีฝ่ายวิรัชกิจและนิตินวัตกรรม และ ผู้ช่วยศาสตราจารย์ ดร.พีรพัฒน์ โชคสุวัฒนสกุล รองผู้อำนวยการหลักสูตรนิติศาสตรบัณฑิต สาขากฎหมายธุรกิจและเทคโนโลยี (หลักสูตรนานาชาติ) การหารือดังกล่าวสะท้อนถึงวิสัยทัศน์ร่วมกันในการส่งเสริมนวัตกรรมด้านปัญญาประดิษฐ์ ผ่านการบูรณาการสหวิทยาการระหว่างกฎหมาย เทคโนโลยี และนโยบายสาธารณะ ด้วยการเชื่อมโยงนิสิต นักวิชาการ และผู้เชี่ยวชาญจากหลายประเทศ เพื่อร่วมกันแลกเปลี่ยนองค์ความรู้และแสวงหาหนทางแก้ไขความท้าทายด้านการกำกับดูแลปัญญาประดิษฐ์ในระดับนานาชาติ
บันทึกความเข้าใจที่อยู่ระหว่างการจัดทำฉบับนี้ กำหนดกรอบความร่วมมือทางวิชาการในหลากหลายมิติ ไม่ว่าจะเป็น การจัดทำหลักสูตรและการเรียนการสอนร่วมกัน การแลกเปลี่ยนนิสิตและคณาจารย์ การดำเนินงานวิจัยร่วม ตลอดจนการจัดกิจกรรมวิชาการระดับนานาชาติ ทั้งนี้ หนึ่งในกิจกรรมสำคัญคือ โครงการภาคฤดูร้อนนานาชาติว่าด้วยการกำกับดูแลปัญญาประดิษฐ์ (Summer School on AI Governance) แห่งแรกในภูมิภาคเอเชียแปซิฟิก ซึ่งมีกำหนดจัดขึ้นในช่วง เดือนมิถุนายน–กรกฎาคม พ.ศ. 2569

On Wednesday, 27 August 2025, The Faculty of Law, Chulalongkorn University, welcomed Prof. Urs Gasser, Rector of the Munich School of Politics and Public Policy and Dean of the TUM School of Social Sciences and Technology, to Bangkok to advance the finalization of a Memorandum of Understanding (MoU) on academic cooperation with the Technical University of Munich (TUM).
During the visit, Professor Gasser met with Asst. Prof. Dr. Pareena Srivanit, Dean of the Faculty of Law, together with Asst. Prof. Dr. Arm Tungnirun (Vice Dean for Academic Affairs), Asst. Prof. Dr. Poomsiri Dumrongvute (Vice Dean for International Affairs and Legal Innovation), and Asst. Prof. Dr. Peerapat Chokesuwattanasakul (Deputy Director of the Bachelor of Laws Program in Business and Technology Law). The discussions highlighted a shared vision to foster innovation at the intersection of law, technology, and policy, while laying the groundwork for initiatives that will connect students, academics, and practitioners from diverse regions in addressing the global challenges of AI governance.
The MoU sets out a comprehensive roadmap for collaboration through joint teaching initiatives, student and faculty exchanges, research partnerships, and international academic events. A central feature is the establishment of the first international and interdisciplinary Summer School on AI Governance in the Asia-Pacific, with the inaugural program scheduled for June–July 2026.
